Symptom relief

After suffering with shortness of breath and a stabbing pain in the shoulder blade for 8 months my mum was finally diagnosed with T4N3M1a Squamous cell lung cancer. The symptoms are changing so rapidly now that I don't know how to help. Within the last two weeks my mum has had 2 infections  her 02 intake had dropped to 92%, and on Friday we heard she has pulmonary edema. Yet no-one has asked us to come in to relieve symptoms with the only advice being if it gets worse come to a&e. We've been told we're on the wait list for chemo but every day my mum gets worse. 

Has anyone get any suggestions to help relieve the edema?

My other concern is we are out of the catchment for any hospice care options so receiving help in the long-term seems impossible!
