You can only reply to someone if they have posted and then you just click on the 'reply' button that you'll see at the end of their post. If they haven't started a post yet then starting a post, like you've done, and including their name is the only way to start a conversation.
If you 'tag' them they will get a notification telling them that someone has mentioned them. To do this type @ immediately followed by their username. When you see their name appear click on it and it will turn their name into green and underlined, you then know that you've successfully tagged them. So @gillia32 turns into .
