I can't help with your question but noticed that your post hadn't had any replies yet. This is probably because this is such a busy group that it has slipped off the first page before someone with the right experience has seen it. Replying to you will 'bump' it back to the top of the discussion list.
If you don't get any replies then I'm sure your BCNS will be able to tell you when it's safe to tint your eyebrows.
It would be great if you could pop something about your diagnosis and treatment in your profile as it really helps others when answering or looking for someone with a similar diagnosis.
