Advise after reoccurrence two years after surgery

Looking for some advise my dad is a patient at Basingstoke he had surgery 2 years ago and ended up stoma bag this has created some challenges with dehydration but in the whole has managed well and kept generally healthy.

he had scan in June during a hospital admission when he had a blockage this cleared and although there was some progression his consultant Dr Cecil recommended another yearly scan or potential chemo if he was having systems. He did end up up with putting edema following the fluids being pumped into him and being left lying in a bed. He was discharged with a water tablet and had to reduce fluid intake, we monitored this closely by using dehydration urine strips to ensure he remained hydrated on the water tablet and reduced fluid intake. Following that my dad kept generally well going on two holidays aboard, eating and drinking well. Fast forward too 13 days ago, he was admitted to the local hospital as he was unable to pass urine, he drove himself to the hospital and had no other issues. This cleared the next day however his kidneys were reported to be dry which we now believe was caused by the water tablet as this was added to his blister pack and he only had his bloods checked once following his discharge in June and the edema had appeared to have cleared as he seen the dietitian the previous day and they reported he looked well with no puffiness and given his weight felt he did not require any nutritional supplements. 
during this admission my dad was pumped full of fluids, they were attempting to give plain water even though he has high output stoma and had no knowledge of the st marks electrolyse drink recommended for stoma patients. His appetite reduced slightly and he started to feel nausea and was sick, this continued yet the hospital suggested discharging him however we raised significant concerns regarding that. We all requested a further CT Scan as we were concerned that the nausea and not eating was linked to a blockage. 
this Ct scan was done on 12/9 and yesterday a consultant from the local hospital met with family and said my dad now required palliative care and would need a feeding tube and stated chemo was not an option.  This is for a man who is still eating at times, drinking plenty and was still getting out of bed. Today we met with another doctor who said the jelly has resurfaced as it was pre surgery, he said chemo may be considered but might provide no benefit or improve quality of life. Additionally they put a dnacpr in place this was done without given time to process it and basically recommended him going home to be comfortable, this happened all whilst my dad is still eating and drinking and emptying his own stomach albeit in his bed but I feel hospital have written him off without knowing him. I requested he hot physio into they were reluctant but agreed and my dad was supported to get out of bed later today by physio who are returning tomorrow. 
due to my concerns and the lack of consultation with Basingstoke I contacted them for advice they have now advised they will request new scans and then decide a treatment plan, were do we stand with this, is Basingstoke for the final say given they are his medical team dealing with this and have been since diagnosis. Also can I request a second opinion on the dnacpr as feel this decision has been made very quickly
