is it normal to have zero energy 24/7 even after 13 weeks of treatment ending?
Yes that does happen. Power naps become your best friend. I found starting exercise a few weeks after treatment ended really helped me cope with fatigue. I started with gentle resistance using light weights. Often sitting while doing them. Walking shorter distances or on my stepper when I felt up to it.
I think what contributed the most to my fatigue was coughing and mucous at night so I never had a good full restful night. Once I had that under control the fatigue lessened a lot

That would be a great opportunity to educate your physiologist about radiation fatigue. Maybe your CNS could sit in too?
