Received letter today re test as to suitable for surgery . It seems like the decision is not to operate. My husband however wants to have the cancer out . Can the doctors refuse due to know risks even though he wants to go ahead

Your husband is entitled to a second opinion . There are variables and the other aspect he may wish to ask , how would they manage it if it blocks and would emergency surgery then be needed if it ruptured ? What is preferable planned surgery , or emergency situations .
