Well to be honest, he's come off the Hormone Therapy, he's had Radiotherapy and it's not killed the little buggers off so I am guessing with the rise in his PSA that's the score (don't forget it's my opinion and I am not medically trained), I think it's come back to the Prostate but as your consultant has said - no spread.
