My mate from school has been diagnosed with bowel cancer and keeps waiting for the DWP to get in touch. He won't claim for housing benefit and council tax benefit because he was self employed a few years ago and doesn't think he paid enough stamp. The best way for your friend to get help is for him to call the Macmillan Support Line open 8am-8pm (timings may differ across services) 7 days a week on 0808 808 00 00 and talk with our benefits/financial guidance team as they can do a full financial and benefits review for him.
