I'm very sorry to hear that your dad has cancer.
I don't know if anyone here will know what financial benefits he is entitled to in Spain but I thought I'd suggest that you join and post your question in the living with cancer outside the UK group, as there may be people in that group who live in Spain and who can tell him how the benefit system works there.

Does he have any Spanish friends who could help him navigate their welfare state?
