Travel insurance - prognosis

My 82 year old mum has a grade 4 Glioblastoma, brain tumour. Her latest scan was stable after debulking surgery Oct last year, radiotherapy Dec last year and on last dose of chemo. Mum desperately wants one last holiday abroad with the family. We fully appreciate her travel insurance will be costly but everyone we have tried that specialise in cancer patients need a prognosis of more or less than 6 months. The hospital won’t give her this as don’t want to accept liability. They will provide a letter stating her condition and progress and provide steroids for flying, and would not be going against their advice. 
Has anyone managed to get travel insurance without this progress? Is the letter likely to be sufficient for insurance. We do not have the letter yet.
