The government destroys wines, cigarettes etc that people have not paid duty on. This is stupidity. They should allow charities to pay the duty and sell the goods to raise money. The government too would benefit by receiving the tax. Is this too simple, or am I missing something.

It seems that things that make complete & utter sense to the good old general public,aren't ever considered by those in power & authority. I'm sure they will blame some bureaucratic rules for not being able to do it, but I think it's a great idea.

The NHS obviously do not do centralised purchasing. The supermarkets can sell drugs cheaper than they are paying for them. Someone is not doing their job properly.
Have you noticed the number of sheets of paper that get sent out printed on one side. Get a two page letter and someone sits there stapling them together. No basic management skills!
